Scope of Specification ASME SA517
High-strength quenched and tempered alloy steel plates covered in this specification. For use in fusion welded boilers and pressure vessels. In this specification, a number of grades are available from different producers. However, all of these grades have the same mechanical properties and general characteristics. The maximum thickness of plates furnished under this specification is as follows:

General Requirements and Ordering Information
Plates made to these specs must match up to Specification A20/A20M. It outlines the guidelines for testing and retesting, variation allowance in dimensions and mass, quality control, repair of defects, marking, loading information and ordering details. Where extra control or observation needed to meet special usage requirements, supplementary prerequisites can apply too. Should there be a conflict between the requirements of this spec and those of A20/A20M, the former shall take precedence.
Except as allowed by section 5.2, the plates shall be heat treated by heating to not less than 1650°F [900°C], quenching in water or oil and tempering at not less than 1150°F [620°C]. Plates ordered without the heat treatment specified in section 5.1 stress relieved by the manufacturer. And subsequent heat treatment of the plates to conform to section 5.1 shall be the responsibility of the purchaser.
Chemical Requirements of ASME SA517 Pressure Vessel Plates
The steel shall conform to the chemical requirements shown in Table 1 unless otherwise modified in accordance with Supplementary Requirement S17, Vacuum Carbon-Deoxidized Steel, in Specification A20/A20M for grades other than Grade A.
Mechanical Requirements of ASME SA517 Pressure Vessel Plates
Requirements—The plates as represented by the tension-test specimens shall conform to the requirements given in Table 2.
The yield strength of plates which are 3⁄4 in. [20 mm] and under in thickness can be determined by either the 0.2 % offset or 0.5 % total extension under load method, using an 11⁄2 in. [40 mm] wide rectangular-test specimen; for plates over 3⁄4 in., either a full thickness rectangular-test specimen or 1⁄2 in. [12.5 mm] round-test specimen may used—if the former employed, the fracture must measured in a 2 in./[50 mm] gage length.
An impact test specimen with a transverse Charpy V-notch must exhibit not less than 0.015 in. [0.38 mm] lateral expansion opposite the notch. It is the manufacturer and purchaser’s responsibility to determine the test temperature, which shall not exceed 32°F [0°C].
